Mobiles are ubiquitous in the UK - with ownership running to 93% of the population.
Despite the fact that you might hear people loudly talking into their phones on public transport, they're actually reviled for doing so. Someone will have a word with them eventually - know that. Forcing your opinion/life/personality on others, is a very un-British activity. Showing off with no sense of decorum, is practically a crime.
Phones are also status symbols. Slipping out your cutting/edge Web 3.0 phone and quietly utilising it will have a far, far, far greater impact than ringing someone and loudly exclaiming its/your virtues in a brochure fashion. Everyone will see through this thin disguise and see you as the charlatan, deep down, you know you are.
If you need emergency assistance, dial 999 and state the service you require: Police, Ambulance or Fire. There is a 4th - Coastguard, but I'm guessing you won't need that in London.
