You have to be eighteen to drink in London and the UK, photo ID will be asked for if you look around 18-22, so don't be offended.
Drinking in the UK is fairly prevalent and undoubtedly a part of the culture. Public displays of drunkeness are not uncommon, but there's a reluctance to adopt a 'nanny state' approach where people are told what to do, and what to have.
Alcohol consumption is lower in Britain than in France, Spain, Germany, Austria, Ireland and the Czech Republic, so although you'll see packed bars and pubs, it's not so bad as it's painted.
